Law & policy

Explore the legal framework and the policy questions you want to examine. Identify the jurisdiction and dates that matter.

Define the policy question

Identify the jurisdiction, the specific issue, and the authority responsible for it. Distinguish a proposal, an adopted rule, and an implemented practice. Keep the applicable dates beside the text you are reviewing.

Compare the text with the task

Write down what a proposal is intended to change and which parts of the current process it would affect. Ask qualified legislative or agency staff to clarify authority and interactions with other requirements. Leave unanswered legal questions marked for review.

Questions to carry with you

  • What action is proposed?
  • Who has authority over that action?
  • Which text and effective dates need checking?

One manageable next step

Write a short problem statement and identify the source material needed to assess it.
