Evidence & context

Look for source material, definitions, limitations, and unanswered questions alongside any findings.

Read the methods alongside the finding

Record the source, period, definitions, population, and limitations. Ask what comparison is being made and what cannot be concluded from it. A finding from one place or period may require further examination before informing a different setting.

Keep uncertainty visible

Separate reported outcomes from interpretations and policy preferences. Preserve contradictory evidence and missing information in the working file. Ask what additional evidence would change the assessment rather than only collecting material that supports an initial position.

Questions to carry with you

  • How were the measures defined?
  • What comparison supports the claim?
  • Which gap could change the decision?

One manageable next step

Create a brief evidence note with the finding, its source, its limits, and the next question.
